Haha, well, in what little research I did (I stress minimal.. but from a good source) it was sort of an urban legend (like the bogeyman as you said) but wasn't really a fairytale.. and elements of the score come from a silent film that sondheim watched a long time ago.. well, silent but with these creepy organ chords. Originally, Mrs. Lovett (in a play adaptation from a long time ago) was innocent and didn't want to play along with Sweeney, MUCH less fall in love with him.. Sondheim altered it.
