I think you need to make the counter-weight end of the arm a bit longer, maybe a foot or two, it looks like it doesn't have enough leverage.

a 30ft arm?!?! your fucking stupid. if you wanted an arm that big the frame would be at least 10 ft tall with iether 4x4' for the a frames or maybe you can cut the arm down to 14-18 ft or something that way the blocks might throw the arm better
