This is a good question. They should be in jail and would be were it up to the authorities. However, the system must keep things moving. If they refuse to appear to testify before Congress by invitation they will be subpoenaed. If they refuse the subpoena, they will be held in contempt of Congress and jailed. Then they can cool their heels in federal prison until they decide that it is probably best to follow the rules, despite their affinity for wanting to break them.
You can lie us into a war, out CIA operatives, give no bid contracts to your friends and fire government lawyers for politics but god damn it, if you sneak into a party we are going to raise holy hell and investigate and prosecute you!!!!
The point of the investigation by the Homeland Security Committee is determine how this breach of security happened, who is responsible, and to prevent it happening again. Presidential security is of extreme importance whether you like the particular President or not.

The Secret Service falls under the purview of the Department of Justice. Therefore, presidential security falls under the auspices of the Department of Homeland Security. Not sure who told you that the Department of the Treasury had a hand in protecting Obama. When in doubt, put it under the DHS heading.
