No he wouldn't be flopping rather hovering slightly above the desert. To simply drop a warhead would kill countless lives not involved in the terrorist movement. Besides 6 or 10 impervious dolphins could easily devastate large groups of soldiers, tanks, etc. I think the best way to destroy huge tanks would be to have the dolphins torpedo themselves directly blowing them up. Since the dolphins body was impervious to anything. And adding laser cannons to the dolphins would be great.
