The title is quite wrong. The audio is horrid in this but I can just make out that he's saying the admin hasn't bothered to aid the return Black People to New Orleans because their current absence makes the area more Republican. It sounds a bit far fetched at first but the admin has already disenfranchised hundreds of thousands of minority voters (including minority soldiers currently serving in Iraq) already so its not beyond the realm of possibility they'd relocate them for political gain.
