Some years ago, someone came up with the "brilliant idea" of dumping tires in the ocean as a way to promote the growth of reefs.. So they begin dumping a buttload of tires with obviously disastrous results,,, Good Job,,, The Navy should keep these types of activities going.. It helps the environment while at the same time helping divers practice..

some "expert" thought many years ago that reefs would grow on these tires, as you can see they were wrong.
