But don't they withhold your registration if you don't pay those tickets?? In otherwords, they won't allow you to update your license plates when it's time to renew them until you have paid those tickets. and if you drive with expired plates then those are additional tickets and if you don't pay for those, then you get a warrant for your arrest and so on.....

The people that defend speeding are idiots. There was a guy in PHX that put on a mask every time he drove on 10 and 17. He got tons of tickets because he wants to speed, but then said it wasn't him driving. He intentionally put on a mask (something that obstructs view of other vehicles) just so he can speed in front of cameras. Glad to know the streets are getting more dangerous because assholes want to speed more.

It can only be done through the department of transportation for data collection only. And your last statement is false, it does not violate your 4th amendment if done by the DOT. Public means just that, the same way that I can record you walking down a public street.
