This was created during the Clinton regime and foisted upon Americans by Barney Frank and Chris Dodd who thought that every person had the 'right' to own a house. You obviously have a public education that did not teach you to learn more on your own and obviously did not take any sophomore civics classes in college. The term was used in a letter to describe what and why was being written into the Constitution. It was never intended to be used in the manner it is today...only to ensure that the government could not force you to a certain religion only.
You're almost correct. At that time they were still worried about religious doctrine being the primary source of law instead of the guiding force of law. That is why the judicial system was designed to ensure the spirit of the constitution is upheld and strike down laws that don't coincide with it. The notion that government can 'force' economic changes has been held on both sides of the isle at various times. Conservatives sometimes espouse small government, but not always. Recently, sure, but in the 90's? Probably not.

It's been so long that I'd almost forgotten what one looked like :D It is not feasible for anyone, government, Soros etc. to smooth any bumps, it is as much a part of the cycle as breathing is for us!
