Sweet I have noticed that the locos in your videos are rather loud most the time compared to most I watch are they on an uphill grade there. I got to drive a BN coal train when I was like 9 years old it was incredible the engineer let me release the brakes and move the train about 15-20 feet forward.
amount of pressure being applied to the button controls the air pressure to the horn, thus pressing down hard on the button then instantly releasing only halfway will produce that effect.
Quilling is nothing new to railroading. During the steam era most EVERY engineer had a unique whistle "signature" that he blew and anyone who know their signature would know who was running. Quilling became a lost art after the diesels came about and therefore you don't hear it much anymore except on those steam locomotives still runnin'.
On the Surfline down here a lot of people quill the horns, I had a friend from the bay area come for a visit and he noticed it because apparently up in his area quilling pretty much as you described... a lost art, but it seems to thrive here more then other places.
What the engineer did was litely touch the horn button and then pressed all the way down to make the blast. I personally, love it when they do that. I think that it has a awesome sound, but thats just me. NICE VIDEO!

those sophisticated cab cars and locomotives are equipped with horns that are operated by a push of a button
older locomotives like the F40 or GP40 has them short lever thingy the driver holds down for the horn to sound like that
