I personally got 99 farming when I was a 30 defence turmoil pure. I got 1-95 with 1 defence and 1 attack and prayer. Just keep doing 5 willow trees and 6 papaya trees and a calquat a day. If you do allotments and herbs it'll cost you ~50m for 99 farming. (I did willows/pineapple to 95 farm + herbs and made around 200m back in the bh days) Then I got lazy and spent ~100m on magics and palms.
