The original Kitchen Stadium concept was to have three chefs representing three cuisines: French, Japanese and Chinese. When it was decided to add an Italian Iron Chef, the stage layout didn't allow expansion of the main platform to accommodate a fourth chef, so a separate one had to be constructed for the new Iron Chef.

Kaga is just an actor, not actually a chairman of anything. I wish they would bring this show back too, assuming they can keep this standard. They would have to get entirely new chefs though, as the others are a bit old of constant competition.
