I think the loyalists had capt price but when the ultranationalists became victorious (that's the only explanation that ultranationalists have won since they praise zakhaev as a hero and no civil war) and held him prisoner. I hope IW clears on what happened to the loyalist forces since not much has been explained in-game because it seemed that ultranationalists run russia

Your theory makes a lot of sense, my guess is that Price was in hospital in Russia and then the Ultranationalists got ahold of him. It appears that despite the fact the Ultranationalists run Russia, Makarov carried out attacks on his own country (disguised as Americans), to encourage all of Russia into war.
