The reason why she is the ref is because at Souled Out she was Page's manager but help Bagwell win so to see who shes with they made her the ref

@Cenafanno88 Actually, it was because there was a feud between DDP and Bagwell in regards to an alleged affair Kimberly had with Bagwell. She showed no expression at the end of their last man standing match the night before, so they made her the ref to see whose side she was really on.
