Yup, the pagan Roman empire. These are not good JudeoChristians who follow the non-superstitious teachings of Moses, Solomon and Christ.

What happens to them, is the various immorality they engage in builds up over time, where they are then faced with some extremely complicated dilemma, which their immorality stops them from resolving. They become very unhappy and confused, then someone offers them this kind of sex, and they choose it.

This is then used as extortion on govt employees.
