Hizbullah strong holds do not pay for electricity provided by the state plunging the ultities into deficit and causing power cuts to the whole country. Trying to collect utility fees has gotten government officials killed in the past.

Any Police of army who even goes near Hizbullah security zones is arrested for questioning.
