Depends on the sword. If you are looking to get a sword in the price range of $350, I would suggest a nice middle-range Hanwei. If you are new to swords then I'd recomend a Dynasty Forge's Musha Class or Hanwei's Raptor series; Since both of those are made out of strong, resilient steel, it will be better for a first time cutter.
Well it depends if you want a real katana, then I suggest checking out the Hanwei line like Chris mentioned or possibly Cheness, however if you just want a cutter, get a musashi or masahiro. Both are VERY good swords, and won't cost you an arm/leg :). If you want a cutter and have $400 cold Steel is the best.
