The state solution doesn't work for many reasons - non-transportability of benefits, non-recognition of same-sex marriages for visitors and immigrants, non-recognition of partners for hospital visits. Imagine your partner/spouse has an accident in a state that doesn't recognise same-sex marriage and you can't get visitation rights or the state doesn't recognise you as the parent of your partner's biological child!?!

I don't think outlawing homosexuality will do anything to stop it, the only kind of law i would agree with is requiring 1 free testing of all people over 18, for every std, every year, that would help cut back on alot of std's and not just HIV. The state solution doesn't work for many reasons - non-transportability of benefits, non-recognition of same-sex marriages for visitors and immigrants, non-recognition of partners for hospital visits. Imagine your partner/spouse has an accident in a state that doesn't recognise same-sex marriage and you can't get visitation rights or the state doesn't recognise you as the parent of your partner's biological child!?!
