You can flush out the water even if it gets filled underwater. You only have to exhale into it and the water will flush out the bottom. You can do the same thing with regular diving masks when you put them on underwater. It's easy to do.

With the kind of mask Blaine is wearing, they have a valve that lets water out but not in, and the electric components are designed to be waterproof.
