There's no brake failure or anything. This is typical driving in Taiwan. Bus companies have a notoriously bad safety record. The driver just thought he could squeeze into a gap on the left and misjudged. That's illegal in Taiwan anyway. Large vehicles have to keep to the right on the freeways (not that anyone takes any notice of that).
