local means that it is a small slice of a globsl pie... unless there is literally no users seeding the torrent outside of a community there is no way that a local torrent would download at the same speed as a global torrent...
If torrents were much more pervasively available it wouldn't be a small slice at all. Even local communities would have hundreds to thousands of seeders - well beyond what's necessary to ensure good, healthy torrenting...
An incentive would be higher download speeds from each individual local seed, so that even if they'd be fewer, it would compensate. And it probably wouldn't take more than 5, 10 years at most to get a good number of people in on it, provided you could somehow motivate them. Although I agree, my incentive is not a very good one and I don't see how you could actually convince people to form these local torrent communities.
Now of know shit about DHCP servers do you? If you have the 1st torrents that show up your ones and localize them with the use of existing controls you can easily get the seed off the ground
Also if there aren't on the teley 1st how are you going to get access to the content to make global torrents?

True, which means its really not going to come into effect for several year (maybe decades)...
Also it depends on how local the torrents are, i.e. just a street, or a city... county?
As a follow up question, what would be the incentive for a local torrent? why not just choose the first torrent on the list?
