The sheer volume of fuel in the tanker means it would extinquish the flame. Take a bucket of flammable liquid, drop in a match and see how it doesn't ignite.
Despite this, I still wouldn't peer inside a tanker with a lighter. It's the principle.

The reason the match wouldn't light is because the liquid form of gasoline is not flammable... only the vapor is.
