winterboard is good for already developed themes. if you want your own picture: take a pic with your phone, touch the send option on the bottom left of the photo, touch "use as wallpaper", modify the scale, and set it to the lock or home screen. tada

There are categories of photos, and choose a category and choose a photo. When you've found your photo, press and hold on the photo to save it. Then, when you've chosen your photo or photoS, go to Settings then Wallpaper and select. I have a LP lock screen and a COD homescreen. Free!
