That's actually not accurate. Japanese orphanages are privately operated and international adoptions are possible for qualified applicants. Most countries do not have one program for prospective parents and thus having the appropriate legal consult is advisable.

Adopting an unwanted child is a positive thing if the individuals in question are up to the task. Most people are not suited for parenting, but for those few that are it is a good thing.
