I've known a few players who could just "play" and I mean play anything. Jazz, blues, rock, etc. Right on the spot. Just start jamming with no rehearsal. No music. Plain raw talent.

Vai is a great guitar player, and knows the value of soul, as opposed to just playing lightning fast.
The whole message I got from that part was that soul is more important than technique

First you say "Kid pwns Vai" and then you say "knowing Vai it's probably both the kids part and him," which is such poor grammar that it doesn't make any sense at all. It certainly didn't negate your opening of "Kid pwns Vai." Read your own comment again and learn to write coherently.

I think its the Caprice #5 by Paganini, he wrote 24 caprices for solo violin, and they are all pretty popular guitar songs too, the 24th being the hardest.
