No it's not clear at all nor is it evident in ACTUAL fact. Nowhere on Earth are 9 million people executed in ANY country that's a FACT! If you take the figures of executions carried out in all countries that enforce capital punishment it doesn't even reach 1 million, not by a long way, let alone 9 m.
