If you compare the numbers to the military expenses which lies at about 1200 billion USD yearly in the world, than, even if it was 60 billion, would be a piss in the ocean. Also consider that 1200 billion USD yearly for 15 years totals at 18 trillion USD for military expenses, than 60 billion wouldn´t even be drop of piss. It´s hard for governments to invest in people instead of death.
