FM 3-05.40 9/29/2006 CIVIL AFFAIRS OPERATIONS has superseded FM 27-5, but of course we know that that doesn't necessarily mean they don't plan to use it in the future. The reasons why it was superseded was due to the US adjusting to Cold War strategies of deterrence, but that obviously is changing now... Time will tell. Good info there though. ;)
