The engineer wasn't "missing" likely the crew ran out of time on hours of service, they can only work 12 hours at a time, a cab was called to pick them up and take them back to the terminal. Before another cab brought the new crew in to complete the trip a wire simply shorted out causing the horn to go off. No great mystery.
That's just weird that the horn got stuck like that. That type of locomotive has a small button that controls the horn, so it's unlikely the button got stuck. The solenoid vavle that controls airflow to the horn must have jammed. Either way, that doesn't explain where the crew members went...
