I think the solution is pretty simple. We need a 0 star rating. If the video receives too many 0 star ratings it will be tagged. After that the search function needs to be set up to eliminate 0 star rated videos. In that case you can tell if videos are totally irrelevant. It isn't perfect but it would help a lot in my opinion.
