a guy i work with served with the TN nat'l guard from '93-'99 and used to volunteer for these helicopter raids for extra pay on wknds when he wasn't drilling. lol he used to smoke ALOT before joining and was always a legalization advocate and wouldn't report anything but the most obvious sightings to the pilots that even they couldn't miss. he said he saw hundreds of small plots and never reported them to protect the growers.
