I always loved everything about polar in CTR!

His cute lil' bear face, the fact that I always winned every race I started with him, his polar pass, and most of all, it was the very first music I absolutely loved!

Maybe it's all the engine, players and powerup sounds in the game. Dunno, never tried the NTSC version.
