The point about strategy is that it describes desired outcomes, which are often on a macro scale. What it shouldn't do is spell out the detail of how to achieve those outcomes (which is tactics). If you mix them up, when difficulties arise, they will become confused and you won't know which to change.
I disagree. Strategy is not about where you want to go, (your vision etc). Strategy is about HOW you are going to get there. Strategic planning is about planning your strategy, so what's wrong with that?
