Since I was so used to playing Episode Two right after Episode One, it took me ages to realise that this was the first time you encounter Combine Soldiers in Ep2. I kept thinking that the music was just for the Hunter-Chopper, and the game had started it early by accident, so I would always rush through the fight. On like my fifth playthrough, I realized it was for the soldiers, and I was like, "oh, kick-ASS!"
