@CommanderMattShepard um. in Act 1, after you get your gear back, you go into the militia safehouse. and after the...first or second room w/ people in it, there will be a hall to the right, and in that room, there will be 1 tranq ammo, 2 assault rifle ammo RPG's and in the center locker, is the militia costume. in the locker to the left is playboy magazine. but you lose the costume after Act 1 finishes
