Peaceful protesters were not allowed in almost any places. Asking questions to police officers often turned to arrests, under the pretense of "exciting to riot." So, basically anytime you hold up a sign that stirs up emotions, or ask questions it could be interpreted to "excite a riot." ... and that is what happened, and hundreds of peaceful disenters where arrested and charged with exciting to riot bullshit.
