My mom did a similar thing when I was small, but she always said that we were playing a game, so it was fun for me and a safety measure for her. She used a scarf that she carefully tied around my waist or neck and then I'd be free to hover around her. It was incredibly funny for her and gave both me and my mom a sense of security about it. In no way did I feel restrained at all, I actually felt happy when she was willing to do that and asked for it way after the age of running loose too.
I had to harness my younger one when she first started running off at 14 mos. Had the leash attached to my belt. when she pulled her hand from mine, and bolted off the harness took over. I used to take off on my parents, and then my grandmother introduced me to the harness. I was 3, and when I found that I was held back, I pulled & struggled like heck like the kid in the video, until I got used to it. It's a good thing for kids that take off, and don't stop when They're called.
I hate that, i really do, its just fat lazy parenting, the kids gonna turn out to be some sorta fetish freak when he/she grows up. it's just so inhumane. Just straight up wrong. whatever happened to holding a kids hand. this worlds goin down the tubes fast.
@KuroTempest That is not why parents put leases on their children. I did that with my youngest because he was hyper and I was afraid of him getting lost in the crowd. When the Damn government stops putting GMO's and fake ass shit in the food that we eat maybe you will start seeing kids act more normal and we wont have to shove pills down their throats to calm them down and put leases on them to keep up with them.

We were at the flea market the other day and we saw a couple with three of those on their three kids and we almost asked them "they're selling pets here? where at?"
