the chutes out!

I don't quite know what to think of this when a guy gets beat by another car pulling the chutes. Maybe the other car made more horsepower and he didn't have a way to hold it back so once he got ahead of the other guy he let out the chutes cause who knows maybe his car is faster when he engages the chutes. Like another gear. Does that make sense.
