I dont get it Yoshi had 10 coins and he couldn't ride the dolphin! Peach had 10 coins and she got to ride the dolphin!

The dolphin ride Peach was on in the 1st turn is the only way how you can see the Lucky Route when not on it. This level and DK's level are the only ones where you can see the Lucky Route when you're not on it.

Depending on your ranking, you either pay more or less, if I remember, 20 coins for fist place, 15 for second, 10 for third, and 5 for fourth.
