It's not about spamming Hadoukens, he would not be able to spam hadouken without a punishment if was not good. I mean it's about distance of each. It's kind of awsum when you know this game.

There wasn't even any hadouken spamming here. You have to keep Balrog out to win.
There was one Guile vs Sagat SSFIV match (I think Daigo v. Mago) where they both basically threw projectiles all the time and made the most out of any opportunity to get some damage in. (Which didn't happen often because both characters are excellent at keeping each other out.)
Of course, they weren't just mindlessly spamming projectiles either. Those things have a purpose.

@13Hoshikage Try just spamming with fireballs. Your opponent will simply jump over you and punish hard. This game has a lot of depth and is not as simple as it may appear.
