Can't I just put this in the pl08 folder and have it replace the shirt? If not, then do you know how I could model swap to wear his jacket the whole game? I've been all around the invisionfree forums and can't find an "all game" jacket.
The skin will be there till the end, but the jacket wont. I skinned both templates where he is wearing the jacket and one when he isn't. However, if you want some sort of jacket mod check out the links in the description...

What are the system requirements to play it on a PC? Because I have Intel Core Duo with 1Gig RAM but it's kinda slow and the grafx looks awful. Also, what are the controls on the keyboard?
You can look up the system requirements up on ubi's page. The minimum to play the game with acceptable frame rates is an ati 9800pro.If you have a lower end nvidia 4, 5, 6, or 7 series card you may experience frame drops.
As for the controls, you set them in teh setup tool. There is also a keyboard replacement pack once you set your controls (Go to the modding forum. The link is in the description)
