Yep. That S15 and the R33 and older Skyline were owned by a friend of mine. Never got to see the S15 but I know it was never street legal and my buddies got pulled over in it all the time.
The R33 was a Ring car and both of those Skylines are now in the hands of the owner of Cobb tuning.
