Oh Insurrection. Such a missed opportunity to make a really dark Trek movie set during the Dominion War. Should have been about Picard discovering a Changeling takeover of Starfleet and leading the "insurrection" against it with the help of less savory characters (Section 31).

The song is about how a British sailor should consider himself every man's equal (except that of Sir Joseph, of course).
