Nowroz is an old Iranian culture and its not given by any nation to Uzbeks, but it is fom their own because Uzbeks are the Old Iranian Tribe of Scythians and it our own cultural celebration.
It's technically a Zoroastrian holiday, but it has passed into the succesor Iranic and Turkic cultures from North India through Central Asia, Iran, Turkey, etc. so that explains why the Kurds also celebrate it.
Navroz is a Turkic original holiday. Other people (like persians, tajiks) adopted it from Turks. Interesting is you can meet some Narvuz attitudes in such a far places like in Skaha Turkic Republic. And it means that this is original Turkic holiday
