Thus for it to be a complete sentence, you MUST add a comma to the last part of you first question of "What is it?" (Which you are correct in "What is it?" is a complete sentence however, you NEED to capitalize the W) to use the "14 trillion and rising?" to make a grammatically correct sentence. Understand NOW?
