At least FIVE linked orgs DID OPENLY PUBLISH suggestions/ideas aka preliminary plans that a horrific attack on US soil was NECESSARY to launch military operations (war) & transformation VITAL to imperial domination and "interests". Such an attack would be "lucky" & "providential" (blessing). All honored as top experts in national security. Feel SECURE?
