@rocklee1397 There is something with the books about the Doctor being drafted in by the C.I.A to do some work for them before he is put into exile. This and several of the book series are based around that idea :D x
It's a real pity that Robert Holmes had to write to spec for JNT, who by this time was already scraping the bottom of the barrel as producer. As far as managing a production and making sure things got done, he was top-notch. He just didn't have much left in the creativity department, and that's why we wound up with the slide from 'drama' to 'light entertainment', which really did ultimately spell the end for the show, IMO.
