@Spinosauras the Holy Ghost is a spirit child of our Heavenly Father who was chosen to instead of coming to Earth act as a guide, a comfort, and a helper for each of us on Earth. When it says he(or she as we really don't know which the Holy Ghost is) is as a dove it's symbolic. Each member of the Godhead is equal fully not one above the other.
