The problem with china is the lack of public participation and because of that CCP officials feel they can do whatever they want, illegal land grabs, set up factories that pollute, line their pockets with seedy ties to companies, engage in accounting fraud, and rush high speed trains with little regard to public safety. With public participation they'd be booted out of office instead of lynch mobs going after them.
