You're making good points, but i think the 4th actually COULD do a Rasen-shuriken, if he wouldve had the time to complete the jutsu before he died. I think currently the 4th is stronger than Naruto, but if Naruto would be all grown up he would surpass his father.

Both Byakugan and Sharingan have their pros and cons, simply that Sharingan is a deviation of Byakugan doesn't support anything either, then again, Byakugan at its highest level probably doesn't match Sharingan at the same; there are no Byakugan upgrades thus far.

There are also more eye technique's , another one would be Ranmaru's kekkei genkai, the girl that sits on raiga shoulders and helps "him" fight with naruto and the others, but not much is said about this eye technique but it seems that it can inflict with the workings of the byakugan depending on the user skill.

There are ways that the sharingan can be weakend, which is by seals and so far i have not fought any info saying that the same thing can be done with byakugan

The Sharingan Originated from the Byakugan. Basically Sharingan is a lower form of Byakugan. Neji would win in the fight because eventually Sasuke is gonna have to come in close range to do most of his devastating attacks. But if he does then hes screwed because Neji is extremely dangerous at close range. If Sasuke flies then Neji could just swat him like a fly with his Air Palm Jutsu. But it would be a Hell of a fight!
