I have heard this on all the bands here in the states. its a running QRM of some sort I have been hearing it since I became a ham back in 1988. Don't know what it is but its common its not an everyday thing but it happens about once or twice a month I have noticed. Have tracked it from 29.6 down to 24.5 Megs.
Yep, the "squirly" has been around for many long years as fakeyourphoto says below. There used to be a factory near here that used RF to set glue on veneered furniture, this created an unstable carrier that soiunded very much like this. I suspect a manufacturing process somewhere in eastern Europe is the source because, as someone said, it's only when there's ionospheric propagation to the east you hear it. It wanders up and down the spectrum from about 25 to 31 megs.

An unstable PA or outboard amplifier somewhere (in someone's shack or truck) in the 'skip zone' ...
When the 11 meter band is open the CBers are heard that 'sound' comes and goes across 10 Meters .. that kind of sound has been around as long as I can recall (3 decades).
I have the EXACT Same gergle sound on my car's AM Radio while the car's Air Conditioner is On and I'm driving next to the main residential power distribution lines, at only one part of town. The interference creeps slowly up the AM band the longer the AC is on. I've always thought it was some sort of charge coupling

Pretty sure this is the sun you're hearing, or it's affect on the ionosphere. In the morning it sweeps up, and at night it sweeps down if I recall

I don't think it was BPL. The power company isn't using it nor my neighbours.
That morning I was in a QSO on 10 meter with a station from France who was hearing the same sounds. See my website for more info.

Are you using a switch mode power supply in the shack? sounds like the floating rf that such a psu makes on the bands... Dave M0TWA
